it depends some fish do if you have a clown fish they can lie at the bottom of a tank and also lie on there side looking like they are dead

There could be a few reasons for this. Is your water warm enough? Have you got a good air supply? Is your light too bright? Is there salt in your water? Do you have bigger fish that mostly stay at the top of the tank? Are they bottom feeders? You definitely need to give us more information

Bottom dwellers sit on the bottom. Other fish are middle swimmers and yet other types are top dwellers. What fish is lying on the bottom? If it normally swims,but not now, it may be sick or dying. It could have been or still is being bullied by other fish. It may be that it needs a hiding place and there isn't any.

You have not given enough information to even come close to being able to answer this question. Try again, telling us how big the tank is, what kind of fish you have, what the fish look like, i.e., white spots, white cottony patches, red streaks, red patches, red or white bumps on skin, where on the fish these problems are located, ragged fins, flaring gills, red, inflamed gills, are they eating, are they lying sideways, do they have trouble swimming when they do swim, what type of filter you use, how often you change the water, do you have/need a heater, if so, what's the temperature. It depends on what kind of fish you are talking about.

Oscars tend to when they are stressed. Some fish tend to when they are sick or dying. And some fish, such as bottom feeders, hang out at the bottom on a normal basis.

So again - depends on the fish!!!!

I have a siamese fighter he frightened me.He was laying on the tank bottom,I thought there was something wrong with him put him in my incubator next day released him & he sulked with me for 2 days.He must have been having a rest.People who think fish do not remember well mine do.

You don't provide much information in your question, but unless your fish are supposed to be at the bottom of the tank my guess is that they are stressed and getting sick.

and check for the signs of stress; it seems like you have #6 (Crashed at the bottom), and do their recommended treatment.

Also check your water quality it might be something in the water that is making your fish sick.

like many other members have pointed out, it depends on the fish.
And we do need much more info, venice girl covered all of that though.(thanks, lol)
if it is anything to worry about look up swim bladder.

or

they could be just resting, fish don't sleep they rest. imo

fish gets tired and need to rest or maybe there are some chemical reaction in the water like wrong ph or wrong temperature that stressing your fish.
