Yes, it should. In the public school system, students should be taught the basics about American government and the history behind our government. I took a college level political science class on the American government (your basic introductory level course) and it was amazing how many people did not know basic thing about the way our government works, like there are three branches, each state has two Senators, there are nine Justices of the Supreme Court, the President is elected by the electoral college not popular vote. There should be a mandatory course on the history, purpose, and roles of the American government and Constitution.

In general, the secondary school curriculum needs to be redone completely. Not only are our high school graduates ignorant about how our own government works, there are also ignorant about mathematics and science as we score well behind every industrialized nation in the world in these fields. We need to set the bar higher and increase the standards by which are students are tested. The high school diploma should not mean you got through four years of high school, but that you actually know something and have enough basic knowledge to be a functioning member of society.

In public schools, social studies often replaces the history class. It's basically history with a slant. I don't think schools should teach "citizenship" because they'd be poor at it. As it is, too many public school teachers use the classroom as their own private political forum. Children are too easily influenced to make this ethical. I find it sickening.
