In order to design a webpage layout (template) and I'm assuming you already have something in mind, do it on paper first. I'm serious, draw a simple box at the top for a header, then where you want your menu to be located, where you want the text (content) to be, etc. Do you want 2 columns, 3 columns? Figure out where you'd like any graphics situated. Basically, it's just a line drawing in a very simplified diagram.
Then you would begin writing your HTML or (X)HTML and utilize a CSS (Cascading Style Sheet) for all the actual formatting of your text, placement of your images, margins, etc.

If you have microsoft frontpage, you could use html to create a website layout. If you don't know HTML, I would suggest going to:
www.w3schools.com
That's where I learnt all my HTML. And if you have photoshop and/or dreamweaver, you can create really good layouts, or go to:
www.templatesbox.com
They have a range of free photoshop layouts, but if you don't have photoshop or dreamweaver, I'd just stick with notepad or frontpage. I'd also suggest you try out some tutorials on the internet

You don't give enough information. I suppose a web-page layout?? I have to guess you use Windows. MS includes the tools to make web pages either in MSWord2000 or better and FrontPage. Then, afte that you'd have to upload your work to a server. I suggest, to get started, you try Yahoo GeoCities. They have ready-made templates and you will learn about uploading, changing your page and then upload the newer page. Web pages are always a work in progress. You always make them better and better.
