Yes it is is London. It is a road just off Regent Street. Can't remember the name of the road but, as you go up Regent Street towards Oxford Circus it is on the left and the road runs parallel. Bowie is facing towards the Oxford Circus end on the street. The "K West" sign has been replaced by whoever now occupies the building - some years ago since I last went there but it was a red sign then. Not a dodgy street by any means.
