You could use Yahoo 360. It's a freebie. There are others like it on AOL and such. Check around!

I used have that problem too. Well the most reliable servers have already been listed. Just use one of them that allows ftp uploads.
Then get Photoshop CS2 on adobe.com. Ude that to design the look of your site.
After that Dreamweaver to upload and code it.. You can get dreamweaver on adobe.com too. After that you just upload it. If you need tutorials, just go to pixel2life.com
Photoshop also comes with Imageready which you can use to make your site fancy.
