"The Hobbit" will celebrate the 70th anniversary of its first publication in 2008.
The way things currently stand, New Line Cinema wants to be the studio to produce this film, and when they do, they want Peter Jackson to direct it. This suggests that the earliest this movie can reach theaters, given its massive scope, and the likely interest in securing a December release, is December, 2007 . . . and that's only IF all of the myriad parts (especially the rights and script) had come together in 2006. 2007 is the earliest likely date, but it could just as likely not be released until 2008, 2009, 2010 or . . . never. The internet movie database has it listed for release in 2009 but shows nothing else about it.

There's been a lot of controversy about it. New Line doesnt want Peter Jackson to do it because of legal problems. For myself, I won't be paying to see The Hobbit if PJ isn't working on it.

The movie is currently in question because of a falling out between Peter Jackson and New Line Cinema. He may still direct, but they will probably bring the movie out eventually regardless. I really think in order to do it justice they need Jackson, and the actors who play Gandalf and Bilbo in LOTR.
