My favorite is Maple Story. I don't know what you are looking for in an rpg but it has great anime 2d sidescroller graphics, completely free download and play, quests, 4 different classes (archer, magician, warrior, and theif). It's a pretty open rpg but just really smooth gameplay. Good luck!
