Whats ur question?? Do u mean the first elected CM IN India??
Well ur question should have been "Who was the 1st CM in India", as CM - Chief Minister will be there for a state and the country will have a PM - Prime Minister.
And the first CM in independent India was B.C.Roy, 1950 for Bengal.
And there was no India before independence, as the subcontinent was a group of small kingdoms which were united and called as India by the British.

There is no CM for India. A Chief Minister is the elected Head of Government of a sub-national (e.g. constituent federal) state, notably a state (and sometimes a union territory) of India.
The Prime Minister of India is, in practise, the most powerful person in the government of India. The Prime Minister is technically outranked by the head of state, the President of India. But, as is typical in most parliamentary democracies, because the head of state's duties are largely ceremonial, the Prime Minister has effective responsibility for government.
So There is CM of India as you are asking! Pls, check your question. Elections were held for all the states mostly simultaneously.

jayesh I think you want to know 1st PM of India? Is it so? If yes, than of course our 'chacha Nehru' I mean to say Pandit Jawahar Lal Nehru. If No, than sorry I don't no about first CM of India.
