Any tips on how to stop the bleeding? (its been six hours now) And Also how can I stop it going septic?

I hope this is not a serious question. But it reminds me of something that I witnessed, so I shall tell the tale.
In grade ten I was with a YMCA group and we got to go on an exchange to Saskatchewan. I was put into a house with a chinese family. There was a stray cat that would come around and they would feed it, and then they decided that they wanted to keep it.. But it wasn't neutered so they took matters into their own hands (literally) and fastened the poor cats balls with an elastic!!! You might think I'm joking but I'm not, it was disgusting!! I even told them that wasn't good and they shouldn't do that but they wouldn't listen to me. Over the course of the week the cat's health decreased a lot until finally Cindy and I went back to find no one in the house.. They took the cat to the vet which was like 2 hours away because they lived in the middle of nowhere.
Long story short, they murdered their cat by tying an elastic around it's balls.
