i would think NO. if you can't afford a cage, but you can afford a rat, then don't get the rat!! let somebody who can actually take care of it have it!!

no you can get bitten on your *private* area which would be a really painful experience for you. if you went through a airport screening you would be arrested because it would look like smuggling. If you still decide to do this check yourself into a mental hospital.

hey, it isn't cool to keep them in ur underpants.
At least it might be cool until they poo or do something like that.
you can keep them in a box with holes in it.
