Why does the USA tend to favor birth parents over adoptive parents?

There are many cases where someone did something horrible like left their child for dead in a trash can and then decided years later when they learn the child is alive that they they want their child back...someone like that does not deserve to be a parent yet in a USA court they would be favored based on the fact that they are the birth parents...that's why people go out of the country to adopt by why is it that way in the USA?!

I think you might be mixing stories. The only cases of people leaving a child for dead, I have never heard of them coming back for the kid later. The cases of people coming back for their kid later, I have never heard of the kid having been left for dead.
