Most literary items get run through the circuit. Think of it as a Barnes and Noble.... Writers like Stephen King, Tom Clancy, and the like have their books optioned for adaptation before they even write them. (The best seller racks have already had their scripts optioned.) Unless the book is in the bargain bin, it's a strong probability that the rights have already been optioned. If they haven't, the best way to get a studio to make a film like this is to get it to a production company that makes the particular type of film that this short story is.

You could always contact the writer, find out who has the rights. If the rights haven't been optioned, find out if they are interested. If they are interested GET THE RIGHTS. Then find a writer, adapt it into a screenplay... and see if you're lucky enough to get a pitch to someone who can make it happen... (like me--hehe).
