REFER', v.t. [L. refero; re and fero, to bear.]

To direct, leave or deliver over to another person or tribunal for information or decision; as when parties to a suit refer their cause to another court; or the court refers a cause to individuals for examination and report. A person whose opinion is requested, sometimes refers the inquirer to another person or other source of information.

That is when the umpires on the field cannot make a decision it is then referred to the 3rd umpire and he makes the decision using slow motion tv replays. This is done for run outs, to make sure the fielder has not touched the boundary rope whilst having the ball in his hands the lbw rule is not and should never be referred to the 3rd umpire.
