There are around 100,000,000 active websites on the Internet. Without details it is hard to say wehther your idea would work.
Is it an idea that you believe to be unique?
Is it something others are already doing?
Are you really asking how do you go about building a web site?
Are you talking about promoting an offline business or just an online idea?

Start with talking to a lawyer first and see about patenting your idea, if possible. Do nto share it with anyone else, or they may steal your idea and claim it as their own!
After that, select a good, professional business name. Once you have one in mind, go about getting a business license for your country/state/country/area, so that your business will be "legal" and so you can pay taxes for this business.

You might be able to get some assistance from the DTI, or maybe from the Princes Trust.
Whatever you do, keep the details to yourself incase someone tries to beat you to it.

You need to "market" yoru business.
But you should consider telling us what kind of business it is (consulting, about pets, for women, etc.)
I really can't give you an idea since I don't know what we're working here, you know?

MARKET it everywhere.
Ask friends, your work colleagues, everyone you meet about *thier need* for the service / product your website offers.
