You could crush ice with snow cone maker and make snow balls. Then you can throw them at your friends.

Well, the winter is almost over, and where I am it has snowed A LOT!

ice skate. doesnt require any snow. if its cold enough the lakes, ponds, etc will freeze.

buy a gun and go hunting for small varmints, make a nice stew out of them, but watch out for the ROUS's (Rodents of Unusual Size)
