The Bellboy or Bellhop was traditionally a young boy that would "hop" to attend to your needs at the sound of a "bell". The uniform identifys him as a servant to be called upon.

As for the origin... I believe the bellboy orginated from the "doorman" who orginated from the "gatekeeper". The flat hat and ornate costume are simular to those of the emperical chinese guard from the 17th to 19th centries. I would guess that some of the first doormen in the U.S. were chinese gatekeeper guards hired for pizzaz, thus the uniform was a designation to help the rich feel protected and served.
