Personally, I like Nvu ( http://www.nvu.com ). It is free, easy to use, and fairly powerful. It is based off the old Mozilla Composer, which in turn was based off the even older Netscape Composer (a component of the old Netscape Communicator), but Nvu is much more powerful than either of the Composers.

You can go to Adobe.com and download a 30 day free trial of all their software. I used it for InDesign. If you are a student, you get a HUGE discount on all their products. If you are not a student, you can ask your younger sibling or a friend to get it for you (because you have to provide verification that you are indeed a student). Other than that... I do not know.
