I'm on a very tight budget(possibly somethings for close to a dollar or more).

Go to Cosco and buy roses, the sell the for about 20 dollars 18 roses, give one to each of your coworkers if they are not enough buy small chocolates for the resto of them. Thats what I did in college with my classmates.

I would go to Walmart or some cheap store and find some jewlery such as a pendant. Nothing says love like jewery and you don't have to spend a lot of money on it. A colored stone that she can wear around her neck is a great valentines gift. Just make sure you find some nice wrapping paper because a nice package really adds to the excitement too. Maybe you can also get them valentine's cards.

Think about how appropriate candy and flowers would be (not to mention the cost).
I would suggest having lunch (nothing too fancy). Perhaps subs, chips, or vegetables and dip, cake, hamburgers, and cake (this is the only MUST); don’t do anything to fancy.
You could suggest the idea, and see what they would like to have.
Again, even if you are close with the ladies in your place of work, reconsider personal gifts. Some could be allergic to flowers and candy, or they could find it in bad taste giving them something their partners should give them (oh, and what if someone’s partner does not give them something; you could cause problems at home).
Even, if you just do cake and Hot Pockets, I am certain they would appreciate the gesture.

Go to a few local floral shop and check a few prices and get all of them a red carnation you should be able to find them for about $1.00 each, they may even wrap them for you. Very easy on budget but it's nice. I had a boss that did this and it was a huge hit.

Heres a thought , get those real look a like fake roses, they are fake with little tear drops on them, very preety, they look very real, vbut tehy are fake, like silk, They costs one dollor here in Florida at our local gas station, if you have any of those in your town, pick up 20 of them, and pass them out and leave 1 rose on each of their desk, and make it a little interesting, along with each rose, write a little note to them, Saying Keep up the good work, or the next time you will get a bonus, or somethiong cute, Ill bet they will get a kick out of that one

im in england so i don't know what shops you have......maybe a single rose each? or a day of fully paid....i know what i would prefer lol!!
