You need to narrow your definition of a "society." A family, extended family, tribe, even a small nation-state need have none of these characteristics to have a high degree of democracy (rule by all members of a society being the perfect democracy). A legislature is not a characteristic of any democracy, but some other representative form of government. The same is true of "checks and balances," which presumes more than one entity of "government."

If the opposite of "civilian government" is "military government," then I suppose that is a characteristic of a democracy as long as the military model is one of hierarchical authority.

You are right. Notice despite grandiose claims U.S. is deteriorating rapidly and turning into some sort of fascist totalitarian regime. It might not be quite there yet, but anyone who is capable of critical thinking and is able to arm themselves against the brainwashing of corporate media can see the writing on the wall..It is not pretty...Mary
