No. Blood line never was there. If the Step-Dad adopted your friend legally than he has as much right to her welfare and upbringing as a biological father would. The step-brothers and sisters have never been blood related they are no different than friends all living together under one roof. Some Step siblings are just as close as any biological or half brother and sister, no matter what happened to the parents or how old they become.

If there was an adoption by the stepdad to his stepkids, they are related. If the kids still live in his house, he is their guardian and parent. Find out what the mother's Living Testement and Will says. Then you'll know.

Did her father-in-law ever adopt her? If not, then they probably are not legally related. However, who you are related to legally doesn't mean much when it comes to *being a family*.
If they still consider each other family then they will still have Thanksgiving dinner together, celebrate birthdays, and care about each other.

They are as related as they want to be. Hey, if they want to date and make babies, there is no biologic reason not to, since they are not related by blood at all. If they want to continue to live as a family, they can do that forever if they want.

They are still related until her stepfather remarries. It would be the same if one's daughter died and her parents would still be related by marriage to her widower until he decided to remarry.
