This is quite a good question actually and it made me to really think for a while...one question led me to another and I asked myself ...
1.Is it really possible to have Quality without Practicality??
And if yes
2.What is the measure of Quality then?? How do we determine standards ?? How do we determine the quality of something whether it is good or bad or falls below the line and against what??
Isn't it true that we always use Practicality as a scale to determine Quality?? So I think I would choose Practicality as this would give me a clear definition of exactly what Quality I'm looking for and from there on I would go for Quality.

Practicality to me resembles too close to convenience ...which could be interpreted as quantity...
if so...
I'd pick quality over quantity...
