I would vote Berlin although London is my second favorite city in the world after New York. New York Rules but is not for young people as they cannot afford it there.

I would Pick Paris on the first place
Than London
Than Berlin

Berlin, because it is the cheapest of the three, but it provides good nightlife and a lot of sightseeing. And it feels much more safe to walk around there than in Paris or London.
Paris is of course the most beautiful in terms of culture and architecture, but the locals are snob and rude. London is cool, but far more expensive than the rest.
