There are lots of variables to your question: concrete or wood floor, metal or plastic flange, how high you really need to go. Simplest solution: buy an extra thick wax ring with a neoprene gasket embedded in it and a plastic horn on the bottom. You want the ring to extend about 1/2" to 3/4" above floor level for good compression. Set bowl. Alternate: Use 1/4" spacer rings and stack as many as you need to get to floor height. DO NOT USE THE SEALANT PROVIDED IN SPACER KITS. Unless the surfaces are absolutely pristine and mate perfectly sealants (caulks) won't last. Buy an extra wax ring and use a putty knife to smear an even 3/16" layer of wax on the bottom of each spacer. Make sure you have a long set of new closet bolts and tuck their heads into the existing flange slots. Firmly press on your spacers until the wax starts to squeeze out and drop on a regular horned wax ring. Install your bowl as you normally would.

Raise it. They sell plastic rings that fit on the old flange at Home Depot. My tile was even higher than the new flange so I had to raise it level with the floor. We did that by inserting a plain wax ring between the old and new flange as a spacer. Then when the toilet was lowered down it sits on the floor so it didn't crush or squash the wax ring. The spacer is held in place by screws. In my case it was a slab so we drilled into the slab for the screws. All of this was necessary because I have been having trouble with that toilet now for two years since we tiled the floor. I tried to use a double spacer and it held for a while then slipped. I got real tired of fooling around with it. Another trick we used was to mount the bolts to the new flange with a nut to hold them in place.
