Salt will definitely kill it and will stop anything from growing on it for awhile.It's been done throughtout history by invading armies.It's called salting the earth.Sugar should not harm it. Many grasses are high in sugar content.

Salt draws out the water content from the plant.
If in sufficient amount, the plant will die.

Sugar can provide nutrients to the plant, it will thrive for sometime, but will prefer non-sugary water. Meaning in the long-term use of sugar on the plant, the plant will look sickly (diabetic? hahaha!).

Cut the salted, sugared grass, pop it in a wok with a splash of Soy Sauce, and voila, stir-fried greens..

In sufficient quantity salt will kill grass. Sugar will not generally harm it.
