If you can get your hands on the money and blueprints required to build a spacecraft and rocket, yes. But for your average middle class person? No.

What do you mean by the phrase "make by yourself"? Surely you would purchase already made components and assemble them yourself? In that case you would need sufficient money to buy these components. I think it would take a minimum of 100 million dollars. Or you could just purchase a Boeing Delta rocket for around 35 million dollars and launch it. It could easily put a Mercury sized capsule into orbit. You would need a ground crew and the fuel would be purchased separately, so you might get away with doing it for about 50 million. Who has that kind of money? I heard that the Russians will let you ride to and from the Space Station for 20 million dollars, a relative bargain, and you usually stay up there for around a week. Let me know how it goes.

well...

with most of the technology that's been already done, i believe its totally possible for a normal person to assemble and build a rocket that could reach space.

look at rutan. his team built a winged rocket with re-entry capability for a lot less than anything NASA could build, and it made two trips into space just on a reusable engine that uses rubber and nitrous oxide for the fuel. now, if he could do it, then anyone with enough gumption and some fairly obtainable resources could do it.

the only catch is....your government. Seems that they don't want every tom, dick or harry just rocketing into space. seems like in this age of intercontinental ballistic missiles...well some nations might misinterpret a launch as something nasty coming there way. and they kind of frown on that.

if the scheduling could be accomplished by advising that a private venture is going, it would certainly at least alleviate that aspect of the problem.

I don't think it is possible unless you have a huge laboratory in your backyard with NASA approved scientists watching your every move.

Oh yeah, it's actually happened already. A non-NASA civilian and his buddy did it a couple of years back.
