On a PCM controlled car no, the ignition has to be on to power up the speed sensor which controls the odometer. It is recommended though that a car be towed with its drive wheels off the ground, if its an all wheel drive, flat bed it.

no ,because the drive wheels half to turn.if the transmission isn't turning then the miles aren't either. When front wheel drive vehicles are towed there lifted from the front.When rear wheel drive vehicles are towed there lifted from the back,.you can ruin a transmission towing it with the drive wheels still on the ground..

yeah i belive it does . the miles/kilometers count when the wheels are spinnin .
