I am afraid the Post Office for small parcels, but if you wish to send something larger, there are several dedicated freight forwarding companies.
A tea chest will cost you (2002 prices) £65 to Manila or Quezon, a little more to elsewhere on Luzon, and £85 to Cebu.
If you get a copy of the Filipino, free in Allied Bank (111, Rochester Row is one). You can see the companies there.
One of the big ones is Farochilen who we used many times. They are in Hogarth Place (well Hogarth something) in London. Collection in or near London is included in the price, plus delivery at the other end.
I have no association with Farochilen.

Cheapest way is regular mail, but very unreliable. Mail gets "lost" all the time using this method. Personally I would not consider any other way than registered or courier mail even though it costs a little more.

do u have DHL or go to any Filipino store they will inform u with a Carrier. here in new york we have companies allover who ship to the Philippines

There are no cheaper than sending them by sea mail but it takes longer. If you are in hurry, the safest is using UPS

trhu your local post office... takes a few days longer but a whole lot cheaper... you may want to go to a filipino store and ask for help...
