Providing no gaming, graphics intensive software or encoding (changing the formats of music or films from one to another or recording films on your pc) is necessary then you don't need anything too fancy. It depends on how long you're planning to have the computer, but since eventually we'll be switching to 64-bit computing a 64bit processor might be nice. That means either an Intel core 2 duo or any AMD chip.
I'd recommend a dual core processor, this will help if you are for example doing a virus scan whilst listening to music and typing up a word document. On a low spec single core processor this might slow it down to a crawl, on a low spec dual core processor the virus scanning would be done on one core whilst the other played your music and ran word, allowing you to do two fairly intensive tasks at once.
Intel seem to be leading the way at this point in time, for a fairly cheap but modern processor (energy efficient, dual core with 64bit support) I'd recommend the Intel Core 2 DUO E4300.

If no gaming is involved, I would just reccomend getting a simple desktop computer.. HP is a good brand to use.. I would probably just go with between a 1.8-2.5 Ghz Processor for regualr usage

If you are going to buy brand new, nowadays all processors are going to be over 2GHZ anyway so it really doesn't matter much what you get. I would get a Pentium processor though, as opposed to a Celeron processor. Just stay away from Emachines!!
