i am a member of about 4 forums, and very active in each, you can not get banned just for signing up and not posting, or even signing up and never going back, the only way to get banned from a forum, is if you violate on of there rules, normally, there rules will be one of the first post you see when you sign up to the forum, i recommed, you always read the rules, so you know what not to do, to get banned.

Every forum is run differently. However, the majority of forums welcome lurkers (people who read but never post). Usually you have to agree to something when you sign up to a forum, and the policies will either be written there or in a post stuck to the top of one of the forums.
People who make useless posts like spam or inappropriate content are much more of a problem for forums than lurkers.
