no comercial tv is yet legaly available free on line. though some tv companies are offering their shows as a download from their official websites. there are sites such as nasa amongst others that broadcast a video stream. but TV as you know it is not yet available.
though plans are under way to bring tv to the computer via broadband soon (or so it has been reported in the news).
and no tv in the UK is free as you need a tv licence to watch your TV even video clips on sites such as youtube etc require a tv licence or at least i seem to recall that being reported on the news in recent months.

the founder of skype is said to be working on internet TV. though that is still under development.

illegally though some peer to peer file sharing programes are currently being used for the illegal download of TV shows amongst other data files.
until everyone who could be a potential target audience has a fast broadband connection, WAN DVB-TV is not going to be practical or cost effective for the tv companies as it would cost them an awful lot of money to provide the infrastructure to push TV shows out at an acceptable video quality to the target audience.
it would cost upwards of ten times that of a regular TV broadcast to push out the video streams.
hence why some companies are seeing if the demand is there by currently offering only a limited number of programs for download.
as far as i am aware. (i may be wrong and freely admit that).
but researching the costs to start such a site from scratch is extremely expensive. so advertising or charging for access is the only way for the site to go. so FREE tv as listed in the question may never actually happen. though the bbc offers shows like working lunch and clips from breakfast tv free to download on demand.

i think there is a little program called vtuner that you can get (not free) that can search for and watch the video streams. the quality is not normally very good. but this is down to the band width the broadcaster is using. as well as the quality of the server the broadcaster is using.

Oh yeah, most definitely. But you'll get weird channels, not ABC, CBS, NBC, etc etc. Just google "free streaming tv".

Nope, it sucks but you need to buy a program. right now i have a tv tuner card and cable, that works well enough for me..
