To answer that question, you'd have to know the layerings and the individual components of the muscle.

A muscle is wrapped in a connective tissue covering called epimysium. Muscles themselves are made up of thousands of muscle fibers. A group of these fibers (called a muscle fasciculus) is often bundled up together with more connective tissue. The covering of these groups of fibers is referred to as the perimysium.

Now we finally get to your question. Each individual muscle fiber itself has its own discrete connective tissue covering known as the endomysium. Under the endomysium is the surface of the muscle cell, or otherwise - the sarcolemma.
