It isnt always a problem with sleep or even needing to correct something. Some people have certain heritages that tend to have darker circles. You could spend a lot of money and get no permanent correction. Trust me I know ;-)
I really advise buying a concealer. It doesn't have to be expensive. Cover Girl's concealer is awesome. Be sure not to buy a color that is too light or it will just highlight the area. Buy a color that Matches your skin color.
You can also use a Light Sheer yellow powder to blend out the blue tones (not banana yellow, mind you). I do that everyday. Use a brush similar to a blush brush to apply a bit of yellow under your eyes from the corners out to the tips of your eyes.

Dark circles are either genetic or health related. If you're sleeping enough, drinking 2 litres of water and eating healthily then your health probably isn;t the cause and you need to take a look at your parents. If they have them, then sorry hun - you're stuck with them. So, either cover up or fade them. Benefit is a great brand for cosmetics generally, and I use their Lemon Aid to cover the dark circles under my eyes. Its £18, which sounds a lot but it lasts for AGES and it really does do a fantastic job. Even better than YSL's Touche Eclat, which is what I used to use before I discovered my Benefit counter at Boots! If you want to fade them, Avon do a special creme that is supposed to help and Benefit also do an eye gel called Eye-con which it claims does fade the circles over time. I've not used it so I can't say if it works or not. Try nipping into your local Boots or department store and see if you can't bag a free sample from the counter?! Good luck!

I too, have always had the wonderful dark circles under my eyes- no matter how much sleep I get. For the past several years I have been using Bare Escentuals Well Rested Eyes. It works really great, and it's very simple to use. You can get a really good deal on this product at Qvc.com. Also, using a face primer before you apply your makeup will help it last all day. Try MAC Prep + Prime Face.

Well, you can try Maybelline undereye concealer.
However, to heal and cover, you must be willing to spare some money.
The best one is Bliss undereye treatment. Or this hydrating eye cream I forgot what it's called..both from Sephora. It's great! No, AMAZING! You will see a change INSTANTLY. You can go and ask a Sephora Employee. I am sure they will help and give you ideas. Good Luck.

I sometimes have noticeably puffy undereye circles. Sometimes I use Dermablend cosmetics cover cream (waterproof) or by a light shade of eyeshadow in that area. The eyeshadow "erases" the appearance of the circles and makes me look more awake and fresh faced.

Try Clinique All About Eyes Rich cream morning and night. It's a bit pricey ($37-$40) but worth it. They recommended it to me...I lack sleep and have bags and dark undereyes :(

If you don't like concealers or cover-up, try to find a shade of eye shadow that matches your skin tone--maybe a shade darker--and use that. It sounds silly, but it works.

I'm 16 too & i have the same problem. It's not that you arn't getting enough sleep it's probably that you have thin skin & you arn't getting enough vitimins OR that you need to use a really good eye moisteriser.

try taking daily multivitamins. at your age, sounds not like aging circles but vitamin deficiency. see if it helps. meanwhile, try finding a perfect match foundation and dab a little under eyes to conceal.
