Yahoo has a program similar to Google Adsense called the Yahoo Publishers Network http://publisher.yahoo.com/
However, the program is still in beta and only open to US publishers. In the application form http://advision.webevents.yahoo.com/scp/viewer/index.php?loc=USYPN0005&client_id=5468&event_id=15952 it says that you must have tax ID number or US social security number
