I think because they are friends he acts that way towards her. It is just his personality in general.
You also have to remember that they are working together for long amounts of time. They want to show us, the viewers, the more interesting moments, the more rude moments, and anything that will get our attention and get us to keep watching. So it is just what we see, and then the other times they may be just fine with each other.

He's just flirting with her vice versa, but he gets genuinely annoyed with her shenanigans at times. Paula actually visited Simon in London after the taping of the Hollywood auditions (she said so on Jay Leno), so I'm sure he doesn't hate her.

I recon they are really good friends and he has dobbed her. But I would guess that they can manage very well without each other if they had to.
