I understand tests using the Doppler effect discovered that stars and galaxies are still moving away from each other at either a faster or unreduced speed, so the universe will expand infinitely. Great, eh?

Yet another unproven theory of mankind.Because it is theorized that the universe started with a big bang,and explosions always make things expand.The question should be "Who is responsible for the big bang if there was in fact one?"

if you mean the universe, it is because from point of explosion it can only do that to infinity... or until the universe hits a wall... then you start to have counter ripples... be interesting to see what happens in that instance. :)
