T Cut!! and a soft rubbing wheel fixed to a drill. after when you can see your face in it try clear laquer which will stop it oxidising

An engine re conditioners heated cleaning tank using a cleaning solute with an alkaline PH of say 13 will do this, the parts must be neutralised afterwards, or Applied Chemicals have a product called Metasoak 12 which stripes off oil, gunge, and carbon deposits, in 24 hours (longer times are necessary for heavily soiled applications) cost 9 years ago ~ £640 + VAT and Carriage unless I was misquoted, it can then be burnished with crushed walnut shell, either by blasting or tumble polishing, polystyrene beads are also used for a extra fine finish.

This might soundstupid but use coca cola on it.
the acidity in coke will clean your engine, after all, the coca cola company used to use it to clean the engines on their own delivery trucks

Steam clean but if you want an amazing job try something called bubble cleaning, it's not cheap but you could show it in a museum!
