He records the length as 5.34 m and the breadth as 7.19 m. What would be the “best” value which could be given for the area of the plot?

The other guy gave the right answer. I am adding details. Multiplying the two you get 38.3946 M squared. Using significant digit rules, you only have three significant digits. Only the first three digits are considered good or usable. That rounds to 38.4 M squared.

38.4 m² is correct but I would say the 'best' value would be :-

414 ft² ... sounds bigger !!
