It means that not everyone has the same idea or opinion and that person has to go the way he feels best; by what's in his heart.

This is a quote about tolerance. If someone is not being peaceful maybe, it's because they prescribe to different ideals than the people they are feuding with. And the person who wrote the quote is saying that it's okay to have that happen, and that it's proper to let that person do what they feel necessary in their hearts.
