Well it depends on how you feel about him. If you don't have the reciprocated feelings that let him know gently. Tell him that your friendship means a lot to you and that you feel it better to just remain friends. If he really cares about you, he will understand and will not pressure you into anything.
If you do like him back, well then it's a different story. Here, you have to make a serious decision. Let's say you guys wind up going out but then something happens and you break up. It doesn't have to be a bad break-up. It could simply be that the initial feelings of attraction disappeared. Either way, it will be hard, but not impossible, to get back to the place where you were before as friends. That comfort level that once existed will be hard to recreate. In a worst case scenario, you might even lose him not just as a boyfriend, but also as a friend. I had that happen to one of my very good friends.
Of course the best case scenario is that you guys do go out and realize that your feelings are deep and your relationship will blossom. That does happen and if you feel like that's the case here, then don't be afraid to take a risk. Go for it!
But first and foremost, determine what it is that you really feel towards him and don't go out with him only because he likes you and you feel bad saying no. This will probably lead to the worst case scenario and you will lose him as a friend. Consider how you would feel not having him in your life at all and then go from there. If you value your friendship more than anything and you don't feel like your romantic relationship has a long-term chance, than it's better that you guys just stay friends.
Hope this helps!

that's my problem too. i have a friend who's a guy, and i think he likes me. the thing is...i like him too. but if i didn't like him in that way, i would just act normal around him and act like you don't know he likes you.
