Set the numbers up as an equivalence ratio. In your first example you would do this:

**(129.5 / 469) = x / 100**

Then cross multiply (multiply the numerator of each fraction by the denominator of the other):

469 x = 100 (129.5) ----> 469 x = 12950

Then divide both sides by 469 to find x.

x = 12950 / 469
x ≈ 27.61%

The symbol ≈ means approximately equal to.

The starred equation above is equivalent to:

(129.5 / 469)(100) = x.

So one can also first divide and get a decimal number. Then convert that result to a percentage by multiplying it by 100.

For the second one, we get:

(212.67 / 106.33) (100) = x
2.000094 (100) = x
200.01% ≈ x.
