I have some neighbors with some dogs they do not feed and they are frail and near to death, with their ribs showing. They had one dog a year ago that died from starvation, and calling certain local authorities seems to do no good as they never show up. I was wondering if someone would know the best place to contact, as I hate seeing animals treated in that manner.

It depends where you live. The RSPCA in the UK should help. If you don't live in the UK try a SPCA center. If not try calling the police and see if they can give you any useful contact numbers.
Try getting some information together in the mean time, try take some photos so that when the case gets reported you can help towards prosecution.
I have to say well done for noticing this, hopefully now something can be done before its too late.

Try calling animal control or a local pound. I looked up the humane society and it was a total waste of time for your problem. By what you have said I think the pound would be the best choice. Call and tell them what the problem is and ask who you should contact. If they don't help then there is a problem. It is their job to help. Good luck.

The Human Society of America. Are there any animal rescue centers around you? If so, you can call them. They will contact the authorities to be able to take the dogs. I hate animal abuse. I volunteer for a lot of animal rescue centers. We had one guy who bought animals just to beat them and his words were when he went to court for 50 counts of animal abuse was "I just wanted to prove there are people out here that hate animals". I could have beaten him just like he did to those animals. I kept a kitten from his abuse and I am allergic to cats. The vet gave her a 5% chance of living. She is 1 1/2 years old and I love her to death. I have 3 dogs, 2 are purebreed and all were rescue animals.

Anywhere you can think of and as fast as you can. Try your local chapter of the SPCA, State Troopers, Local police, animal control, etc. Keep calling until something is done!!! Also try to get other people to call. The more people that call the better chance that there will be a quick response.

Animal Control first, the local sheriff department, then local police in that order. Also the local newspaper or tv news should be notified, especially if you're getting no response from the authorities.

TIPS FOR REPORTING ANIMAL CRUELTY
Once you have found out which law enforcement agent you should speak to, it’s important to provide him or her with a concise, written, factual statement of what you observed, giving dates and approximate times whenever possible. If at all feasible, try to photograph the abusive situation and date your pictures. It would also be helpful to get short, factual written statements from other witnesses.

When you call to report animal cruelty, always make sure to keep a careful record of exactly whom you contact, the date of the contacts and the content and outcome of your discussion. Never give away a document without making a copy for your file! Make it clear to the agent that you are very interested in pursuing the case, and that you are willing to lend whatever assistance you can.

Call the police use the same detail you use here, they should come out and remove the animals. If not call the Humane society and ask for other possible resources.

CALL THE POLICE. Animal cruelty should never be tolerated. If the police can't/won't help they can at least give you the number for Animal Control in your area or ASPCA.

Humane Society (ASPCA in States). In Canada, they only care about dogs and won't help cats who are neglected and starved. If they don't help, call the police and ask them what to do. Good luck.
