There are two possible causes of this.
1) You have no pop up blocker installed.
Both Mozilla Firefox 2 and Internet explorer 7 have a built in pop up blocker. I have included the links to both below.
2) You may have a virus.
Run your antivirus program's search function (If your antivirus gives you a long or more detailed search option use this). Your antivirus should detect and take the necessary actions on the virus. If you find a virus on your computer you may need to invest in a better firewall. I have also included the link to windows live onecare (antivirus, firewall, antispyware and backup + tuneup software) below.

Hope this helps
Richard

P.S. If both of the options above fail contact your computer manufacturer for instructions on how to reset your computer to the factory settings.

Download Mozilla Firefox, if you're not already using it.

http://www.mozilla.com/en-US/

Then Tools>Options from the Menu Bar

Content tab and check "Block Popup Windows"

Don't waste time with toolbars: they compromise security.
