There isn't the same taboo about describing someone as black in Britain as there is in the US, so that would be how I'd describe this person. It isn't considered offensive in the way that I understand it is in America. I can't actually think of any other preferred term used in Britain.

Black. England is not so concerned with being politically correct as the US. The British also refer to American Indians as "Red Indians" to differentiate then from the many Indians from India who live in England.

People sometimes say Afro-carribean, since most British blacks come from the West Indies or Jamaica
