I thought that foreign movies could only win the best foreingn film award, but no cast or crew members.

Foreign Language films can win almost anything...
Remember, "Crouching Tiger, Hidden Dragon," a Chinese film was nominated for Best Foreign Film and Best Picture...

Apparently she's a talented actress in Spanish - cause she's not in English! Doesn't answer your question, but the prior answer does - foreign films and actors can be nominated by the Academy for "best" titles.
