Consider the problem this way:
A cylinder is a bunch of circles stacked on top of each other. So to calculate its volume, you calculate the volume of one circle (sic) and multiply it by the number of such circles.
So lets break up the cylinder into circles of height 1. If the height of the cylinder is 'h', we have h such circles. So the volume is pi*r^2 per circle and totally, pi * r^2 * h.

You cannot measure a radius, but you can calculate it.
