What ramifications might this have?
Will this make the world a better place?...or worse?
Will people need this scan to get a job? A loan? Insurance? Who wil have control of its use?

More and more personal information is being required these days. It is inevitable that someday we will have this kind of technology (unless the christians are right of course). The uses of this technology is what makes it scary. At what point is a persons psyche developed enough that you are able to scan them and get an accurate reading? That is just one of many possible questions. In any case the use of technology to determine in advance the actions of a person seems a bit far fetched but *not* impossible, more or less simply a series of probability calculations. However, even in that (bad) movie 'Minority Report' they had empaths doing the thinking (or whatever they were in that movie).

Let's say that someone makes you angry and yourfirst thought is to choke the life out of them. Then you calm down and go about your life. At a given moment your intention was to kill someone, later you acted rationally. This is not a crime
