Rise is the measurement from the middle of the crotch to the top of the waistband in front.Inseam is the measurement from the bottom of the hem to where the seam hits in the middle of the crotch.

The inseam is the seam that runs up the inside of the pant leg. So, your inseam is the distance between the bottom of a pair of pants and the crotch. The rise is how high the pant goes. I don't remember whether its from the hip to the waistband or the crotch to the waistband. This isn't the same thing as whether pants are low or mid rise, as it is used by tailors to make pants fit your body appropriately, not to determine what style they are. For instance, I'm about 5' tall and pants with the wrong rise pants that are supposed to hit at my waist will be closer to my armpits, like those little old men... Websites like Land'sEnd have good decriptions of how to do all of those measurements, so you can check there to verify exactly where the rise is measured from.
