Obviously, thaw the ice. Then either pump the water out of the fuel or use an isopropyl alcohol dry gas to absorb the water so it can pass through your fuel system.

Since you have no garage, I think you need to remove the tank, thaw the ice, drain the water, and reinstall using new straps. cutting the old straps is a good idea for quick removal on a cold day, and they're usually rusted. add dry gas when refilling and continue to use dry gas regularly. Keeping a full tank of gas reduces moisture by not allowing condensation to form on the inside of the tank. Running on empty allows a good area for condensation to form, and eventually you end up with a water tank, not a gas tank. After you finish this job you will need to keep your gas level above 1/2 tank. This will help reduce your chances of having water again.

If you want it fixed right, drop the gas tank out of that beater, and thaw it out in the house if you have to. Also, ice is water, right?, and it makes since to assume that if its in the tank its in the line feeding the motor. Disconnect this fuel feed line at the point where it feeds the motor, thaw it out and blow it out. How?, I' get under it with a heat gun, or your hair dryer( which is just a smaller version of the first) Just be carefull and don't have gas around, are the whole a car will be well thawed out along with you. You can do it, honest , it sounds harder then it is.

ive never seen that either. My best thought would be pull the tank off the car and work it that way. drain all the gas and you could pour warm water into it to melt the ice.

Take a rubber hammer and whack the bottom of the tank, pick out the pieces..or ,wait 'till spring.!
