That all depnds on how much energy you put into it and how warm or cold the water was to begin with and also insulation and heat loss. For example if you had a 100kw immersion it would probably take about 45 seconds if you have a 1.2kw immersion then about 2 hours. On some tanks you will have a boost function which is a second immersion heater of say 1.8kw which will heat up the tank in about an hour.

It shouldn't take long. If you're water isn't heating up properly and you have an immersion heater then it may be that you need a new element.
Just before Christmas our water heated up really slowly and then stopped completely - we needed a new element.
It heats up a lot quicker now now we've changed it - because the old one had loads of limescale attached to it.
If you don't have an imersion heater and use gas.... then I'm stumped...
