The first two answers are correct.
A simple device that will tell you the location of the GPS transmitters is usually available at most outdoor stores, and only costs about $200. They are small, reliable, easy to use, and don't require any security clearance. A GPS receiver of course!
Most GPS receivers have a menu screen that shows the approximate position and identification of the GPS satellites in the sky relative to your position.

The GPS transmitters are in satellites orbiting the earth. They are not available and would be useless to the general public.
